Randall W. Lewis Center for Entrepreneurship Impact Report

The Randall W. Lewis Center for Entrepreneurship (RLCE) at California State University, San Bernardino (CSUSB) delivers significant Impact! 2025 was a milestone year, which saw the Center continue its role as the region’s leading entrepreneurial support organization.

Most notable was our achievement of surpassing $1 billion in economic impact, helping thousands of businesses grow, launch and create jobs throughout Riverside and San Bernardino counties. The milestone, confirmed through year-end reporting for 2025, reflects the cumulative impact of the center’s work since the early 2000s, when its programs began expanding across the region. Since then, the center has assisted 213,552 businesses, helped launch 2,839 startups, and supported the creation or retention of 62,459 jobs. The total economic impact generated through those efforts now stands at $1.013 billion. That impact includes entrepreneurs gaining access to startup and expansion capital, businesses increasing sales and profits, companies securing government contracts, and local firms expanding into international markets.

As highlighted in the 2025 Impact Report, the Randall W. Lewis Center for Entrepreneurship assisted 12,730 businesses, supported 278 startups, generated $188,173,654 in economic impact, and helped create or retain 8,437 jobs. As Dr. Mike Stull, Director of the RLCE noted, “We have an incredibly talented, dedicated, professional team of business consultants that deliver services every day, working with our clients in the community,” Stull said. “Helping them achieve milestones with their businesses — whether that's getting the business started, growing it to the next level, getting access to capital, getting access to government contracts, or exporting their product.”

2025 Programs & Initiatives

The core focus of the Randall W. Lewis Center for Entrepreneurship is to provide innovative programs and educational resources to entrepreneurs and small business owners throughout the Inland Empire. The following programs and initiatives led the way in 2025, supporting a wide range of entrepreneurs in the region.

Entrepreneurial Resource Centers (ERC)

The ERC are easily accessible regional hubs for small business support and resources. The core mission of the ERC is to deliver comprehensive business counseling, business training, and specialized program services to 5,000 individuals annually. These services aid in ensuring that both current and aspiring small business owners have a streamlined pathway of support and increased accessibility to essential resources for launching and expanding their enterprises. The ERCs are powered by City of Palm Desert, City of San Bernardino, City of Temecula and County of Riverside.

Marketplace Program - Going From Concept to First Sale

Designed for product, food, or service-based startup ventures, the Marketplace program guides participants through formalizing their business and building strategies for long-term success. This includes understanding the entrepreneurial mindset, financials, marketing, and market preparation. The top participants that complete the program and achieve all the required milestones are invited to participate in the next Marketplace event, which is facilitated by the RLCE at an existing market (e.g., local farmers market, holiday market, food market). Delivered exclusively through the Entrepreneurial Resource Centers (ERC).

SBDC Center for Contracting

Government and corporate procurement can be an incredible opportunity for local entrepreneurs to grow their business revenues in a new and diversified manner. The SBDC Center for Contracting provides entrepreneurs with education, training, and one-on-one consulting, all in support of their efforts to win procurement contracts at the federal, state, local, or private level.Delivered through the RLCE’s Inland Empire Small Business Development Center.
